CIRCULAR. IT is proposed to embody a Company of Shareholders, for the purpose of Purchasing the' Waste Lands of the Crown, as they may be offered for sale, in order to give the Small Capitalist an opportunity of acquiring a Freehold, without being compelled to purchase at an exorbitant price, or leasing at a usurous rate of interest from private individuals. The following arc the proposed rules or regulations to be laid down by the Company, subject to whatever modifications the Committee they may elect (hereinafter mentioned) may think proper to adopt ; the so called Company to be styled the "OTAGO RURAL LAND COMPANY." Rules and Regulations : Shares to he limited to £10 per Share ; no person to be a holder of more thau ten Shares. A deposit of Ten per cent, to be paid on application. All Lands purchased by the Company to have additional value of Ten per cent, before being offered for sale. All Leases granted by the Company to be dated from the time of being granted, the said Lease to expire with the dissolution of the Company ; such dis;>olutioii hereafter to be agreed upon. The Rental of such Lands to be Ten per cent, per Annum. All Leases granted by the Company to contain purchasing clauses. Shareholders to have the power of voting according to the number of their Shares. A Committee of 12 to be appointed by the Shareholders, each Member of such Committee to be elected by the majority of voters. One half of such Committee to form a qitbcum ; a Chairman and Secretary to be appointed by the Committee. -• Agents for the purchase of Land to be appointed by the Committee, the Paid agents to be bubject to the control of the Committee, and in no case to be Members of Committee. No person to be elected as a Committee man or Agent unless a Shareholder. All leases or conAcyanccs of Lands to be signed by the Committee on behalf of the Company. All applications for leasing, or purchasing the Lands of the Company to be forwarded to the Secretary ; such applications to be laid before the Committee. All necessary expenses incurred by the Company, in the way of granting leases, or conveyances, to be liquidated by the lessee or purchaser. The Shareholders to have the right of purchasing by giving up their shares, with the additional value in money, in the event of their shares not being equal to the value of the Land. A Meeting to be called for the election of a Committee, as soon as 200 shares arc taken tip.
