John Hyde Harris. TO HIS HONOR THE SUPERINTENDENT OF THE PROVINCE OF OTAGO. THE Petition of the undersigned Electors and others, settlers in the Province of Otago, respectfully sheweth — That your Petitioners view with consternation and alarm the avowed intention of your Honor's Government to impose upon the people of this Province direct taxation, in extent unexampled in the history of any British colony. That direct taxation should be resorted to in those cases only where absolute necessity for it exist. That where levied it should be reasonable in amount; regard should also be had to justice and equality, and the cost of collection should be rendered as small as possible, in order that the bulk of the tax may be applied to the specific objects for which it was raised. That neither of these points appear to have been duly considered by your Honor's Government.in framing the new Road Bill, which is about to be brought before the Council. That the proposed Expenditure of your Honor's Government for the current year is in many respects excessive and uncalled for; and that the proposal to make such expenditure exceed the probable Revenue by more than three thousand pounds (£3000) will tend to the imposition of additional burdens upon the people in the shape of still increased taxation. That the prosperity of the Province will be much affected, and its progress prejudicially retarded, by such excessive taxation and injudicious expenditure of the Public Revenue as that now proposed by your Honor's Government. Your Petitioners therefore pray that your Honor will be pleased to dismiss your present Executive, and call to )*our assistance men who are qualified, by the possession of judgment and discretion to guide your Honor in conducting and administering the affairs of the Province at this important crisis with wisdom, justice, and prudence.
