WALLACE COUNTY COUNCIL

STATUTORY MEETING. The adjourned statutory - meeting was held on Wednesday. Present— Crs. J. Findlay (chairman), T. Cody, T. A. Buckingham, W. J. A. McGregor; T. Flynn, F. Dyer, H. J. Linscott, and G. Rodger. Cr Horrell, .through illness was unable to attend, and Councillors expressed regret at his sickness, and hoped for his speedy recovery. The Returning Officer (Mr G. Keddy) called for nominations for chairman, and Cr Findlay moved and Cr Flynn seconded that Cr Cody be appointed chairman for the ensuing term, which was carried. Cr T. A. Buckingham was re-appointed chairman of the Finance Committee for the ensuing term, and Crs Linscott, Dyer, 'and McGregor signing officers. The chairman's honorarium was fixed at the usual amount £100 per annum. CORRESPONDENCE. A. "Henderson, Papatotara, asked fdr mi- ; provement to outlet from her property; — I Engineer to see improvement is effected. I H, D. M. Haszard, Commissioner of j Crown Lands, wrote m reference^ to proposed new bridge site over Pourakiho river, and asked for a conference m regard to its location. — Left m hands of .giember and engineer. Ai Steven and Co., Castlerock, wrote withdrawing their offer to put pipes into a broken culvert, and requesting that the Council Rive --them access to their farm. — To be informed that the Council will not put m crossings to private properties. Mrs Brazier, Nightcaps, complained that rubbish was not being deposited m holes. — Writer referred to Nightcaps Town Board. Thos. Carrick, Leith street, Nightcaps, drew attention to broken drain pipes m his locality. — Referred to Nightcaps Town Board. H. J. Heal, Colac Bay, drew attention to the bad state of Colac-Rouncl Hill road.— Referred to member and engineer. F. McKay, Gummies Bush, wrote .objecting to the cartage of gravel m wet weather, and asked that the .royalty be increased from 2£d to 4d per yard. — Left m hands of member and engiueer. "The Minister of Public Works wrote intimating that Cabinet had decided to recognise 12s per day as the standard rate of wages on public works. — Received. J. M. Taylor, Ringway Ridges, complained of the bad state of the road giving access to his farm. — Engineer juid surfaceman to see to the work. Mrs S. Robertshaw, Tuatapere, asked permission to remove a but. — Granted subject to usual conditions. F. 'J. Best, Aparima, aeked permission to plough roadline to destroy gorse. — Granted subject to usual conditions. D. 11. Cochrane, solicitor, Gore, wrote accepting service of proceedings re Frank Christie for damage to roads. — Left m hands of Engineer to consult County solicitors for advice. J. King, Orawia, applied for change of location of proposed cemetery site. — Application to be made to Southland Land Board for the site selected. M. McLaren,. Eastern Bush, wrote urging i the necessity of proceeding with promised j work on Eastern Bush-Blackmount road. — j Matter to be attended to. W. Robinson, -Hekeia,- appealed to have the gate on 'road removed.— Engineer to , look into the .matter. The Marlborough Timber Co., wrote asking the Council's co-operation m having a road put m to their mills at Mussel Beach-, where they nave between 40 and 50 men working at present. — Left m the hands of member and engineer to inquire into. H. D. M. Haszard, Commissioner of Crown Lands, wrote urging the Council to pass by-laws fixing the minimum area of allotments of a parcel of land which is subdivided for sale, with the object of erecting a dwelling. A scheme plan of a proposed subdivision of Rocks Township, practically a suburb of Riverton, has been submitted for approval, showing areas varying from 3Q perches to as small as 6 perchesaveraging, -say, 20 perches, and 55 sections, ' thus providing up to the present 168 sections along the frontages of Mr Cloughley's sections, which, if built upon, will represent a* fair aggregation of families, without the usual conveniences and municipal' services- generally.. These disabilities, however; can be minimised by providing suitable sized sections, so as to prevent herding together, especially when there is no valid excuse for doing, so. In the meantime recommendation for approval is held back m the public interests.— Chairman, member for riding, and engineer to confer with the Commissioner of Crown Lands m regard to the matter. Alexandra Borough Council asked the Council's co-operation m urging that ,the Public Health Department should undertake the care and control of all incurable tuberculosis patients, — Letter referred to Wallace H. and C. A. Board with the re-commendation-that m the opinion of the Council the proposal should be put into operation by the Government. E. P. Russell, Qlen Burn Road, asked whether it would be possible to finish the road formation, also asking for repairs to same during the summer.— Engineer to inquire whether any Government money is available. G. Hamilton, Thornbury, asked permission to remove a building.-^-Granted subject to usual conditions. Macalister Bros, forwarded copy of. proclamation re road exchange m block VI, Wairio 9.D., R. Ronald's property. — Received. Macalister Bros., advised that, m their opinion, the agreement entered into by Nightcaps Town Board and Wallace County Council is* permissible.— Received. The N.Z. Society of Civil Engineers asked that facilities be granted for the engineer's attendance at their annual general meeting.— Received. J. Lonneker, Longwood, complained of farmers grazing their cows on tiie road. — To be attended to. . J. T. Wilson, Merrivale road, applied under the Drainage Act, 1913, to have the outfall cleaned out on section 47, block 111, Aparima Hundred. — To be attended tp immediately. * < , J. Fisher, Clerk, Otautau River Board, advised Having considered the recommendations of the Commission m re Mr Seattor's property. The Board is prepared to enter into the work estimated to cost £300 on a £1 for £1 basis with the Council, leaving the supervision and carrying out of the work under the control of the County Engineer. The Board has also made application to the Government for a grant ol £250 for the carrying out of further works recommended, as it appears to member; that seeing the Government has grantee £250 for Bayswater work it would only b< a fair proposition m this case. — Received Geo. (3) The Board to take over the pound and the Council to have the right to use same free of charge. Board to take over sanitary service, and* the Council will pay over the fees m hand, and the fees when paid. Board to pay the cost of removing buildings to new site and installing same. Board to take over rubbish depot. (i) Maintenance of main road through the township — Proposal by the Board : Council to pay full cost (proposal by the Council: royalty of 3d and 6d per ton of coal received from Tinker Bros, to be given to the Town Board for expenditure). Council to pay half cost over and above that amount.— Recommendations of conference | confirmed, Wairaki and Wairio Ridings to share half cost with the Town Board of the upkeep of the main road. Mr G. Kelly, County Clerk, submitted a report of the proceedings of the meeting at which it was resolved to establish a temporary hospital at Otautau, at which it was agreed that the Council would pay its pro rata share of the cost to the Town Board. Temporary hospitals were also arranged at Tuatapere, Nightcaps, and Orepuki by ■ residents of these localities. It now appears probable that the Government will bear the cost. — It was resolved that members for ridings inquire into all accounts m connection with the epidemic. Mr T. Booth was appointed mining valuer. W. T. Moore, Wairio, to be informed that the question of erecting a bank at Moore's road is held over m the meantime. T. J. Walker was appointed ranger m Otaufcau and Aparima Ridings. -The following were appointed dog tax collectors:— W. Hirst; Orepuki; W. McClymont, Pourakino, Waimatuku, Wairaki, Wairio; J. Ramsay, Aparima and Otautau; W. Beer, Mararoa. The following -authorities for works were authorised: — Pourakino Riding, £125; Otautau Riding, £352; Wairaki Riding, £250; Waiau Riding, £240. The Department of Internal Affairs advised that arrangements for peace celebrations would toe left m the hands of local bodies, the Government indicating the form they are to take. Accounts amounting to £2194 7s od were passed for payment. The Southland League intimated that a meeting of all local bodies would be held m Invercargill on the 9th January, when important information m connection with the hydro-electric scheme would be brought forward, and it was hoped all councillors, would be present. Cr McGregor drew attention to the fact that heavy traffic was now m full swing and the inspector's attention would be necessary. — Cr Buckingham thought it would be worth while taking note of the speed of motor cars — they tore up the roads ,to* some purpose. l_
