Wfiile it is our duty to encourage secondary industries I do not think we—that is, Australia and New Zealand—can go further than supply ourselves. We look to Britain to buy our primary produce and we cannot expect her to be an importer of our manufactures as well. To sell we must buy, and must therefore work on a basis of quid pro quo. We must buy her manufactures to aid her to employ the 3,000,000 who are out of work, and they in their turn will be enabled to buy our primary products.”
