GERMAN COUNTERS THE KIEV BULGE FIGHTING IN NORTH RUGBY, Dec. 19. Military observers in London consider that General von Mannstein’s counter-offensive west of Kiev has worked itself out and that further serious progress in that area need not be feared. While the areas of Smyela and Kirovgrad continue to hold great interest, it is thought thati fighting of the greatest is now in progress far to the north in Velikye Luki and Neval. Here the Russians’ seem to be attacking and making slow but. steady progress.
Regarding the. expectations of a great Russian winter offensive, it is pointed out that the time is scarcely ripe for this while frost alternates with thaw, particularly- in the more southerly areas. The gradual settlement of the "weather, however, is shown by the increased air activity.
