ON THE'EFFICIENCY BOARD'S PROPOSALS.

WELLINGTON, November 26

It is anticipated that the Licensing Bill will give electors an opportunity of voting on the Efficiency Boards proposals providing for imme'Hat^ prohibition, with four and a-half million pounds compensation, but without the existing four years' respite. The date of poll is not fixed in. the bill, but it will probably be held in March.

The issues are to be determined on a bare majority.

. In the event of prohibition not being carried, the usual poll will be held at the same time as the general election, on t three-fifths majority, but additional issues will be. provided, including State ownership.
