Dr Van Winderen, Minister ot Foreign Affairs, speaking in the second chamber, said the Fortifications Bill was inspired solely as a national duty of defence against the eventual menace to independence.

He added that Britain knew that Holland's intentions were in nowise hostile. He was permitted to hope that the heads of State in Britain and France would shortly visit the Netherlands.
