Pekin, December 5. The Army and Navy Boards have been transformed into ministries preparatory to issuing a constitution. Cabinet has approved the reduction of poppy cultivation, which heretofore represented 25 per cent of the customs revenue. The National Assembly, by a large majority, recommended the total extinction of poppy cultivation and interprovincial trade in opium within a short period. The Government considers it impossible to summarily suppress the trade in opium.
