NEW YORK INSTITUTE’S LIST DUCHESS OF WINDSOR PLACED SECOND Rec. 9.19 p.m. NEW YORK, Dec. 26. The Dress Institute today released the order of voting for the world’s 10 best-dressed women. Mrs William Paley, who headed the list last year, was again top this year; the Duchess of Windsor was second, and the Duchess of Kent fourth. The New York Dress Institute by mail each year takes a poll of about 500 newspaper and magazine fashion editors and well-known designers from coast to coast in the United States. Representatives of a handful of New York’s smartest restaurants are also questioned. The leading 10 comprised, in, order: Mrs William Paley, the Duchess of Windsor; Mrs Harrison Williams, a New York society figure; the Duchess of Kent; Mrs Leland Hayward (New York); Mrs William Randolph Hearst, jun. (New York); Mary Martin, musical comedy actress; Mrs Byron Foy (New York); Mrs Louis Arpels (Paris); and Mrs Kingman Douglas, of Middleburg, Virginia.
