APPROACHES TO SHANGHAI AMERICAN GOVERNMENT WARNS SHIPPING WASHINGTON. Dec. 23. • The United States Government has warned masters of American ships that , they may lose their licences if they take their vessels -into Shanghai waters. The State Department announced today that a warning has twice been given to the master of the Isbrandtsen line ship Flying Arrow. Th§ United States regards the port of Shanghai and its approaches as a “ zone of danger” because of the Chinese Nationalist blockade. Mr H. J. Isbrandtsen, owner of the Isbrandtsen Line, declared in New York that he had no intention of changing the schedules of his ships. Two long-missing United States Navy fliers have been found under Communist detention near Tsingtao, in China, the State Department stated today. The department said the British Consul at Tsingtao had located the men, who vanished on October 19, 1948, while flying an American training plane over Communist-held territory. The British Consul is now trying to secure their release. The Stale Department said today that the Chinese Nationalist Government would be permitted to buy arms in the United States if it could pay for them. The department’s statement followed press reports that an export licence to ship 100,000 Springfield rifles to the Nationalist Government had been refused. The department said the licence was refused for several procedural reasons and the fact that the exporter had received only an inquiry, not a firm order, from the Nationalist Government.
