Sailing For Canada In Former Landing Craft Vessel Heavily Overcrowded United Press—NZPA—Copyright Rec. 8 p.m. STOCKHOLM, Sept. 28. Four hundred Baltic refugees have sailed from Gothenburg for Canada in a former British landing craft built to carry 50 people. The refugees, including 50 children, decided to sail without a permit after waiting several months in vain for a certificate of seaworthiness from the authorities, who refused it because there were too many passengers. A coastguard cutter was sent to intercept the craft, but the refugees ignored orders to return.
