LACK OF LABOUR
CITY WORKS HAMPERED REPORT BY ENGINEER A return showing how a shortage of labour is hampering the progress of maintenance works and new proposals in Dunedin will be presented to the City Council at its meeting on Monday night. The return, which was compiled by the city engineer, Mr S. G. Scoular, states that there' are now 256 men under his control, compared with 531 in September, 1939. Since 1946 the number of men available for city works' has been about 275. The report states that, as the number of men employed as sweepers, drivers, or other workers of a similar type, has necessarily remained constant, the number actually engaged as labourers on street maintenance and construction works has been reduced considerably.In September, 1939, 198 men were employed 'on these works. The total was reduced to 89 in 1946, 87 in 1947, 75 in 1948, and stood at 56 this month. Mr Scoular added that the department continued to advertise for labour from time to time. \
