CHINESE COMMUNIST ARMY AMERICAN GENERAL’S BELIEF WASHINGTON, Mar. 22. Major-general David Barr, head of the United States Military Advisory Board in China, told the Senate Foreign Relations Committee to-day that the Chinese Communists could take over all China whenever they wished. He said the Communist armies were surprised by their own rapid advances. and did not move south of the Yangtse because they did not want to take the administrative responsibility for all China at present. Majorgeneral Barr said the Chinese people were weary of war. and had little will to resist the Communists.
