The State and Army Departments announced to-day that General MacArthur is to direct the Japanese Government to institute an economic stabilisation programme to combat the effects of inflation. A nine-point programme, by which it is hoped to pave the way for the early establishment of a single general exchange rate, is designed: 1. To balance the Budget by curtailing expenditure and boosting revenue. 2. To accelerate tax collection. 3. To limit credit extension to economic recovery projects. 4. To establish effective wage stability. 5. To strengthen the price control programmes. 6. To improve foreign trade controls and tighten the existing foreign exchange controls. 7. To improve the allocation and rationing system. 8. To increase production. 9. To improve the food collection programme.
