KREMLIN STRATEGY
“VICTORY BY BANKRUPTCY“ UNITED STATES COMMITTEE FINDINGS NZPA—Copyright Rec. 11.45 p.m. WASHINGTON, Dec. 16. A growing belief among high United States Government' officials that “ victory by bankruptcy may be the Machiavellian aim of the Kremlin ’’ is reported by the Advisory Committee of the Hoover Commission, which is examining the reorganisation of the executive branch of the Government. The committee report says that these responsible officials believe that “ the Communist strategy in the struggle for the world is to force the Unitea States into greater and greater expenditures of its resources on armaments and economic aid to friendly nations, aid to Western Europe, atomic energy development, and other politico-military purposes.” The report continues: “Whether or not' this is a deliberate campaign by the Soviet, it is absolutely clear that United States faces the immediate future with no period of calm and ease and no sudden relaxation of tension, but a continuation of recurrent crisis.’’
