GENEVA, Dec. 16. Ernst Nobs, 62-year-old Swiss Finance Minister, was to-day elected as the first Socialist President of Switzerland. He was elected, for 1949 by the joint assembly of both Houses of Parliament by 192 votes out of a possible 197. He succeeds the Catholic Conservative, Enrico Celio. Max Petitpierre, Radical Foreign Minister, was elected Vice-President Nobs has been a member of parliament since 1919
