BASE FOR COMMUNIST ACTIVITY Daily Times Special Service, From A. A. P. MANILA, July 21. Russia will make her new legation in Siam a base for Communist activity in all South-east Asia, according to qualified observers. More than 40 Russians are in Bangkok, setting up their first legation in that rubber-rich, tin-rich capital. One Siamese official said in Bangkok recently that there were not more than 10 Soviet citizens in all Siam—“So, you see, they aie sure to have at least four diplomats to represent each citizen! ” There is no strong Oriental leadership against Communism, the Ameri-can-owned newspaper Bangkok Post points out. “ . . the vacuum caused by the British withdrawal from many areas in Asia is slowly being filled by Russian ideology,” it said. “The process may be slow, but it Seems to be a certain one ...”

The Russian Legation staff already has set up an information service. It distributed its first bulletin to all Bangkok newspapers on June 22.
