COUNCIL’S CONSTITUTON
DESCRIBED AS UNDEMOCRATIC Rec. 8 p.m. LONDON, Feb. 27. The Geneva correspondent of the Associated Press says the New Zealand delegate, Mr T. P. Davin, at the U.N.O. Maritime Conference, described as “ undemocratic ” the constitution of the council of the proposed International Maritime Organisation, to which 12 members will be appointed permanently and four others elected periodically. Mr Davin, who led the dissenting group of smaller nations, claimed that they would not be adequately represented. After members protested against the use of the word “ undemocratic,” Mr Davin withdrew the term and substituted “ unprecedented.”
