GOVERNMENT GAINS IN SHANTUNG

Rec. 11.20 p.m. NEW YORK, Oct. 17. Recent Chinese Government military gains in Chantung Province do not make permanent victory in Shantung a certainty, says the New York Times correspondent, Tillman Durdin, cabling from Tsinan. The Communists still dominate much of the countryside, and it is possible that the Communist armies there will remain active. Regular nationalist forces cannot prevent them from moving around Government positions and cutting communications unless the Government is helped by the people. The provincial authorities have taken initial steps to strengthen local resistance, but it is felt that, although the Shantung position has improved, there is still no cause for undue optimism.
