Professor Harold Laski, former chairman of the British Labour Party, told a meeting that he had talked with Mr Stalin and knew Russia did not want war and was not capable of waging war for the next 10 years. Russia was terrified of an attack from the centre of capitalist authority.” The best investment the United States could make would be to give Russia a full sense or organised security. It would then be very much easier to get agreement.
