JAPANESE PEACE TREATY AMERICAN WRITER’S BELIEF NEW YORK, Aug. 3. “The American objective in Japan is a p»ace treaty with or without Russia by next summer and a major reduction of the Allied occupation forces there,” says Mr Hanson Baldwin in the New York Times. Mr Baldwin, in his article, forecasts early changes in United States policy in some of the occupied areas, including the transfer of administration in the American zones in Germany and Korea from the army to a State Department authority.
