Special Correspondent Rec. 9 p.m. LONDON, Aug. 41 Following Mr John Strachey’s statement at Birmingham that the Government contemplated taking measures to force spivs—men who live without working—into productive employment, a group of members of the House o Commons who support this attitude are discussing the ways and means. One suggestion is that ration books be withheld from all persons who were unable to satisfy the authorities that they have a legitimate occupation or source of income. There are over 1,500,000 in Britain between the ages of 16 and 64 who are not members of the working population. Though a large number of these have legitimate sources of income, the number who live by dubious means are stated to be larger than ever before.
