ATTITUDE TO NEWSPAPERS The discretion expected of members of the public service in making com mumcations to the newspapers is defined m a circular from the Public Service Commissioner which has been sent to Government departments. The circular says that officers are reminded that it is against the best interests of the service to express opinions respecting departmental matters or the public service generally in the course of interviews, either public or private, with representatives of the press or unauthorised persons. The circular also draws the attention of officers to sections 30 and 31 of the Public Service Regulations. One of these regulations forbids officers from communicating any departmental business to the press, and says that this can be done only bv the express permission of the Minister concerned. The other regulation says that all communications on matters affecting departmental business must come from the head of the department.
