RUSSIA’S LEND-LEASE BILL
S. WASHINGTON. Rec.*ll.3o p.m. Apl. 15. Russia has agreed to negotiate a settlement of her 11,000.000,000 dollar lend-lease account, says the State Department. The United States for seven mon'hs has been urging the start of negotiations and had approached Moscow five times, hitherto in vain. The negotiations will begin in Washington shortly, with the Soviet Ambassador, Mr Novikev. representing Russia
