GERMAN POPULATION
REDUCTION ADVOCATED FRANCE WOULD WELCOME IMMIGRANTS LONDON, Mar. 16. M. Georges Bidault proposed to the Foreign Ministers’ Conference that the Allies should undertake an organised reduction of the population of Ger-. many through emigration. “Despite years of dislike by France of German immigrants, France is ready to welcome some of Germany’s excess population.” The American Secretary of State, Mr George Marshall, who is presiding, said that M. Bidault, by his suggestion had struck at the heart of the German problem. M. Bidault said France considered Germany's density of population, compared with neighbouring States, as a -war potential. He proposed first, to permit no new transfers of German minorities from other countries into Germany; secondly, to halt such transfers now in progress; and, thirdly, to forbid the permanent settlement of displaced persons -in Germany and to expedite their resettlement in other countries. Mr Bevin said Britain would not consent to forcible repatriation of displaced persons at present in Germany. He referred to the position of expatriated Yugoslavs, Lithuanians and Poles.
