IMPLEMENTATION MOVE CONFERENCE NEXT MONTH WASHINGTON, (Rec. 8.30 p.m.) Aug. 27. Nations which were invited to send observers to the meeting on September 27 of the Board of Governors of the World Bank and International Monetary Fund, which is expected to take major steps to get the bank and fund into active operation, are Russia, New Zealand, Australia, Colombia, Liberia. Haiti and Venezuela, all of which, signed the articles of agreement drafted at Bretton Woods, but so far have failed to enter into full participation of the bank and fund. Czechoslovakia has notified the World Bank tha'.iit intends to seek a 350.000.000-dollar loan.
