A COMPROMISE REACHED (Rec. 7.15 p.m.) LONDON, Dec 23. A compromise for the establishment of a trustee system for the mandated territories as speedily as possible has been agreed on by the Trusteeship Committee of the United Nations Preparatory Commission, the voting being unanimous, with three abstentions. The formula was drawn up by the subcommittee after the Soviet delegation and others had objected to the creation of a temporary Trusteeship Committee before the establishment of a Trusteeship Council was envisaged by,the United Nations Charter. The resolution which the commission will recommend to the General Assembly, which is meeting in January, means in practice that the question will be transmitted to the Trusteeship Committee of the General Assembly. States holding mandates under the League of Nations will be invited by the General Assembly to undertake practical steps in concert with other States directly concerned, which would then be submitted for the approval of the General Assembly, preferably not later than the second part of its first session.
