EVACUATION DEMANDED

ALLIED TROOPS IN PERSIA “CAUSE OF INCIDENTS” LONDON, Dec. 13. The Persian Foreign Minister has sent a memorandum to the British, American, and Russian Embassies at Teheran demanding that the forces of the three Allied and friendly Governments should immediately evacuate the country. The memorandum declared that it was imperative that the problem should be discussed at the forthcoming Foreign Ministers’ conference at Moscow. It claimed that the ■presence of foreign troops was a cause of confusion and regrettable incidents. Azerbaijan was an outstanding example of the detrimental effect of their presence. The Persian Government asked for representation at the Moscow talks whenever Persia was discussed.
