CONTROL IN RUSSIAN ZONE “GHOST” MINISTRIES (Rec. 8 p.m.) BERLIN, Sept. 4. The Russians have established 11 centralised departments or “ ghost " Ministries in Berlin through which the whole Russian-occupied zone of Germany is to be governed. The headquarters will be at Goering’s former huge Ministry at the corner of the Welhelmstrasse and Marshal Zhukov appointed the members of the new “shadow Government.” the Cabinet of which has so far only met informally. The Government is strongly Communistic and Socialistic, but it is noticeable that none of the really big political leaders such as the Communist chiefs. Wilhelm Pieck and Hans Ulbricht, are included. Important commissions from Moscow are still removing machinery from German factories to replace shattered Russian machinery in spite of the efforts of local administrative officers to oppose them. There seems little chance of rebuilding German industry in ihe east until Moscow orders all such appropriations to cease.
