CONSTITUTION SIGNED

(Rec. 7 p.m.) RUGBY, Mar. 22. The constitution of the Arab League was formally signed in Cairo to-day by delegates from Egypt, Syria, the Lebanon, Transjordania, Saudi-Arabia, Iraq, and Palestine, says a Cairo correspondent. It contains 20 articles providing that the member States should not use force for the settlement of conflicts between them, but should refer the dispute to the league, the decision of which would be acceptable to the countries concerned. The Constitution states that all member States will respect the regime in other Arab countries, and will not interfere in the internal affairs of other member States. The permanent seat of the League is Cairo. The League will meet twice a year, in March and October.
