WORLD SECURITY
PROPOSED ORGANISATION THE CANADIAN ATTITUDE (Rec. 10 p.m.) OTTAWA, Mar. 21. Seeking parliamentary approval of the proposed Canadian stand at San Francisco, Mr Mackenzie King tioldi the House of Commons that the Govr ernment supported the general plan for a world security organisation with reservations. Particularly the delegation would seek the establishment of an appropriate status for secondary States. He said the position accorded any State should correspond with the functions it was able to discharge. This principle, if granted, would narrow the gap between the Great Powers and other nations, while maintaining the principle of sovereign equality, and would mean that the smallest and least powerful members would not be given the same responsibilities as countries like Australia, the Netherlands, and Brazil. Under the present proposals no regard was paid to the national significance of States other than the Great Powers, nor to their record in resisting aggression, nor their potential contribution to maintaining peace. Mr King added that diplomatic, economic, and military sanctions posed another problem for the secondary States. The acceptance of the present proposals would not commit Canada to send forces overseas at the call of the Security Council, but some procedure was desirable under which States would not be required to undertake serious enforcement action without opportunities for discussion and agreement. . . , Other questions requiring clarification or change included the arrangements for enforcing terms against Japan and Germany while they were militarily occupied, and the desirability of reviewing the world charter after a term of years.
