Replying to criticism of the Government’s handling of food matters, President Roosevelt declared that "the American people must tighten their belts before the war is won. He thought the country would support this idea, since it meant keeping certain other people alive. “ For example,” the President added, "we find. that, by ..cutting .our own sugar consumption by 10 per cent we can keep tire people of other countries from starving, and we are going to do so.” He explained that the whole thing was a matter of decency.
