ALLIED GRAND STRATEGY

CHINA MAY BE BY-PASSED

OPINIONS IN CHUNGKING (Rec. 0.45 a.m.) CHUNGKING, Oct. 23. Informed circles in Chungking believe that Allied grand strategy for the defeat of Japan may by-pass China, says a United Press correspondent. The recent Japanese victories effectively removed the possibility of appreciable Chinese ground Support for an Allied coastal landing. Furthermore, Japan has 35 divisions occupying China, compared with eight first-line divisions on the Japanese mainland. The principal advantages of a China coast landing would be the obtaining of airfields for the bombing of Japan and the advisability of tarrying out a campaign permitting Chinese participation with a view to sustaining Chinese morale and strengthening China's Central Government.
