SOUTH-EASTERN DISTRICTS PREPARATION FOR REVOLT LONDON, Feb. 7. A call to French patriots in Southeastern France to Prepare for open revolt against the Germans has been made by the 8.8. C. , Every man who had a gun was told to take it from its hiding place and to oil it for instant action. Workers were told to strike and to do everything possible to kill Germans and to disrupt communications. The Vichy radio reports that a fixed battle is in progress in Upper Savoy between French patriots and Laval militia forces. The Geneva correspondent of the Daily Mail says that the Germans have arrested 186 Frenchmen, including youths, as a reprisal for strikes and sabotage in Upper Savoy.
