BRITISH LABOUR PROPOSALS (Rec. 10.45 p.m.) LONDON, Aug. 11. The British Home Charter of Four Decencies to supplement the Four Essential Freedoms which President Roosevelt enunciated will be debated by 'the Trades Union Congress when it holds its seventyfifth congress on September 4. The Four Decencies are:—(l) A decent job. (2) A decent home. (3) A decent social security scheme. (4) A decent education. 'The charter was drafted by the Mental Hospital and Institutional Workers’ Union as a pledge to the men and women In the services and all other citizens of what the trade union movement will strive for in the post-war world. The National Union of. General and Municipal Workers, which is one of the largest organisations affiliated to the Trades Union Congress, will present a plan to the congress proposing a long post-war occupation of Germany and declaring that the German people cannot escape their responsibility for starting the war and for the crimes the German Army has committed.
