THE PLOESTI DISTRICT
STATE OF SIEGE DECLARED (Rec. 1.30 a.m.) MOSCOW, Aug. 10. The Tass Agency, quoting an Istanbul report, says that a state of siege has been proclaimed in the Ploesti district. Unrest continues in the oilfields, in spite of severe reprisal measures. Acts of sabotage are continually being reported.
