EXCHANGE OF NATIONALS
JAPAN REJECTS PROPOSAL WASHINGTON. (Rec. 11.30 p.m.) Mar. 11. The State Department announced that Japan rejected the American proposal for an exchange of Japanese and American nationals on April 1, but left the door open for possible favourable action later. There are approximately 9000 Americans in Jap-anese-dominated territory. The number of Japanese in America has not been disclosed, but it is believed that the total is several thousands. The proposal does not include war prisoners.
