Australia must recognise that birth control was evidence of national deterioration and an indication of eventual extinction, he said. If it did not cease Australia would be populated. by other people, who woultl change the character of the country. Any immigration policy not accompanied by natural population increase must change the national character and outlook, he added. For the next 20 years there should be honourable recognition of all families that were double the present average family.
