DUNQUERQUE AT TOULON AMERICA WATCHING CLOSELY (Rec. 11 p.m.) WASHINGTON, Feb. 24. Mr Sumner Welles told the press that the United States was watching closely all developments bearing on the French Fleet, including the Dunquerque's arrival at Toulon. He said that the United States Government had frequently made known the concern with which it would view any relaxation of control over the fleet or anything indicating that the fleet was anything but purely French.
