MR DE VALERA'S PROTEST TO WASHINGTON . . . WASHINGTON, (Rec. 9 p.m.) Feb. 18.. After a conference with the UnderSecretary of State, Mr Sumner Welles, the Minister for Eire in Washington, Mr Robert -Brennan. said that- their talk would help to create a better understanding in Dublin concerning American troops in Northern Ireland. Mr Brennan handed Mr Welles a copy of Mr de Valera's protest,, but, Irish - like, explained that the presentation of it did not constitute a formal protest, but was designed merely to make the United States Government officially aware of Eire's attitude. Mr Brennan said that his talk with Mr Welles was very cordial and that he was well satisfied with the information received from Mr'Welles.
