Questions will not be answered unless accompanied by the name and address of correspondents. " A."—lf a person who is "on the list" of a doctor operating under the capitation or panel system consults a doctor in another district, a refund under the Social Security Act will be granted • only when it can be proved that medical attention was urgently required. If the person is not on such a list the refund is available no matter in what district the doctor is consulted.
