RUMANIA'S PERIL
RUSSIAN RAIDS PROBABLE BLACK-OUT IN BUCHAREST (Rec. 10115 p.m.) LONDON, Dec. 14. One result ef Britain's declaration of war on Rumania is the resumption of Bucharest's blackrouts, which were relaxed after the flamboyant victory parade early in November, when Hitler's Moscow predictions seemed in the course of fulfilment, says The Times- correspondent, on_ the-. In addition, Rumanian military officials acquainted with Russian tactics and to cliihate, are already envisaging the possibility of Germany being forced to abandon the Crifnea with the result that Rumania Will again be exposed to Russian bombing raids,- m which the R.A.F. will undoubtedly participate.
