INDIA PREPARING
FIRE-FIGHTING PLANS (Rec. 8.30 p.m.) BOMBAY, Dec. 13. Comprehensive fire-watching and fire-fighting 'plans are being drawn up. All persons whose names appear on the list of municipal voters are liable for fire-watch duty, and it is understood that Calcutta and the suburbs soon will be declared emergency areas. Government officers have been directed to take precautions to preserve important documents.
