WARNING FROM BRITAIN ULTIMATUM TO FINLAND MUST WITHDRAW TROOPS LONDON, Dec. 4. Reports, apparently originating from Helsinki, stated that Britain presented an ultimatum to Finland, expiring at midnight on December 5.
