RUMANIA'S PREDICAMENT RUGBY, Nov. 21. The Rumanian State Secretary for Supply (M. NegcD, who was recently dismissed on the grounds of his failure to prevent an extreme rise in prices and a shortage of goods, gives in a memorandum the following reasons for his failure:— First, the war against Russia lasting much longer than expected. Secondly, supplies to Germany, according to the trade agreement, have to be maintained, although mobilisation of the army has led to a shortage of workers and agricultural employees, while Rumania's own needs for a fighting army nave increased enormously. Thirdly, the war brought a new wave of panic buying in a black market while stocks of cattle reached new low records.
