JAPANESE PEOPLE WARNED A DECLINE INEVITABLE (Rec. 11.30 p.m.) TOKIO, Oct. 8. "The Japanese economic situation will be further strained, therefore the people must be prepared for a lower standard of living," said Vice Admiral Sakonji, Minister of Commerce and Industry. "It is now well known that Japan can expect little from third countries for the principal materials which were hitherto i supplied from overseas."
