Germany's designation of the Red Sea as a war zone is unlikely to alter Mr Roosevelt’s recent proclamation that the area is safe for American shipping. While Mr Roosevelt is required to proclaim combat zones around belligerent countries, he is only compelled to establish them elsewhere when actual danger exists. This danger is unexpected until and if Germany is able to achieve military control of the Red Sea.
