Oamaru, sth May, 1941. iO THE RATEPAYERS OF PAPAKAIO RIDING. Having, been Nominated again to Represent this Riding on the County Council, I shall confine myself generally to. Council matters. During my term the Riding accounts were abolished, thereby facilitating, the raising of loans for road sealing.' These loan repayments were spread over the whole County, whereas-previously-each Riding had to finance itself. lam sure this policy has fared well in the way of 'sealed roads compared with other parts of the County. The old wooden culverts are now being replaced by more serviceable and durable concrete structures. I shall not make any extravagant promises which would be impossible of fulfilment. One matter which causes every member much concern is that one-third of the rates goes to the Hospital Board, with the possibility of higher payments when the new buildings are completed.. The foreshadowing of a slight lowering of the rates may not be entirely out of place, as this has been considered recently by the Council. x The Harbour Board's policy has been given prominence in the press lately. The W-E.P.B. is seriously concerned with shortage of material and War Regulations, which cause considerable expense in putting into effect. 1 have not approached a single ratepayer for his or her support on May 17. as I think this is for them to decide for themselves.—Yours sincerely, E.
