THE No. 13 SCHEME
TO THE EDITOB Sir,—Mr Semple's latest discovery is only a sample cf what is going on all over the country. The No. 13 scheme has been a public scandal all along, and one disgraceful aspect has been the keenness with which local bodies adopted it, either to curry favour with the Government or because they thought they would save their particular ratepayers' money, not caring about the interest of the general ratepayer who pays the Government subsidv. Some will say it is charitable aid. Then let it be so. properlv administered. We require a proper investigation into the actual cost cf projects being carried out under the No 13 scheme in Dunedin and elsewhere. The staggering results would open the eyes of the people to the racket which the Government is putting over for the purpose of buying votes. One of the worst features I see in the whole business is the way in which the actual position is withheld from the public and the scandal condoned by our local bodies. This is democracy!— l am. etc..
