MISSIONARY BISHOPS
CONSECRATION BY POPE TWO NEGROES INCLUDED VATICAN CITY, Oct. 29. For the first time in history the Pope consecrated negroes when Joseph Kiwanuka, from Uganda, and Ignacius Ramaros. from Madagascar, were made missionary bishops. Of the total consecrated, 12 were Hindu, Chinese, Italian, Swiss and Mexican. The Pope urged strict observance of the Decalogue in, view of the international situation.
